Prominent physician and manager of health care in the Crimea (on the 120th anniversary of the death of N.N. Betling)

The year 2022 marks the 120th anniversary of the death of Nikolai Nikolaevich Betling, one of the most prominent representatives of pre-revolutionary medicine in the Taurida Gubernia. For more than thirty years he was the head of the Taurida Gubernatorial Zemstvo Hospital, which he took over in a very difficult and crucial period — soon after it was transferred from the Prikaz Public Charity to the Taurida Gubernatorial Zemstvo. It was his efforts that laid the foundation for the development of not only the practical medicine of the region, but also the surgical research center of the Gubernia. For his outstanding contribution to medicine, Betling was awarded not only several orders, but also the title of honorary nobility, and after his death a street in Simferopol was named in his honour. However, over a century later, Betling’s legacy has been forgotten. Today Betling’s name is known only to some local historians and is practically not mentioned in scientific publications. The authors of the article analyzed pre-revolutionary literature sources and searched among archival documents, plans and photographs. Today, in the main building of the former hospital is a Department of Human Anatomy of Institute “Medical Academy named after S.I. Georgievsky”, where medical students of junior courses are trained. Resurrecting the memory of such figures of Medicine as Betling is a fertile ground for creating a sense of pride in the national history of Medicine among aspiring physicians.

Current Issues of Administrative and Legal Regulation in the Field of Health Care in Ukraine

The work analyzes current theoretical and practical problems of state management and public administration in the field of health care, reveals the specific features of the state of ensuring human and citizen rights to life and health, shows the essence of these issues, and elaborates on their causes. All this was considered through the prism of administrative and legal regulation, which operates in Ukraine at the present time. This study was carried out on the basis of thorough scientific works of administrative scientists, taking into account modern phenomena and the state of regulatory and legal support today. It has been proven that the issues of administrative and legal regulation in the field of health care and medical activity require new global scientific achievements and the improvement of the activities of state bodies operating in this field by improving the national legal framework and introducing international standards in the field of health care in Ukraine health.
Legal aspect of the occurrences of the Crimea and Sevastopol to Russia

This article is devoted to topical issues of Public international law and Constitutional law relating to entry of the Republic of Crimea in the Russian Federation. Discusses international legal acts and national legislation in the field of Constitutional law. Analyzed the procedure for the entry of the new Russian Federation’s subject and gave its legal evaluation. The authors conclude that fundamental rules of international and national law have been complied. It deals with some of the legal implications of the entry of the Crimea in the Russian Federation.

The article examines the peculiarities of the functioning of the judicial system in the White South of Russia during the 1920s. This period is characterized by a significant departure from the previously proclaimed principles of the ideology of the “White movement”, which were replaced by the so-called “left-wing policy with the right hands”. The author comes to conclusion that due to the reduction of the territory occupied by the White armies (the borders of the Crimea and North Tavria (Tauride Governorate)), it became possible to more closely monitor the work of the local judicial system. The White leadership proclaimed its policy of combating all violations of law, the absence of legitimate methods of government, the rule of the so-called “machine gun right”, in which it was the decisions of the military which became the major ones, they prevailed over all civilian legislative acts and institutions. General Wrangel and the Government of the South of Russia, led by Alexander Vasilievich Krivoshein, the former tsarist minister, managed to achieve some changes for the better. There increased the role of the Governing Senate and the importance of prosecutor’s supervision; the activities of the magistrate courts began to recover. The work of counterintelligence agencies was put under prosecutor’s supervision. Court martial got legal limitations, the Red Army soldiers were pardoned. However, it was not possible to completely overcome the dominance of military justice over civil one and to achieve significant changes in the political and legal system in the conditions of the ongoing Civil War. This became one of the reasons for the weakness of the White rear and the failures of the South Russian White movement.
